A division bench comprising Justice Syed Arshad Ali and Justice Wiqar Ahmad presided over the petition, which raised concerns regarding governance vacuums and administrative stagnation across KP higher education institutions.
Counsel for the petitioner argued that more than half of the province's state-run universities have been operating under temporary or acting administrative arrangements for over a year.
