Pakistan Summons Indian Diplomat After Two Pakistanis Killed Near Kasur Border

Islamabad / New Delhi — October 3, 2026 — Pakistan has summoned India's Chargé d’Affaires and lodged a strong protest over the killing of two Pakistani civilians by Indian Border Security Force personnel near the international border in the Bedian sector of Kasur on October 2. Pakistan says a third civilian was injured in the incident. (Pakistan Foreign Ministry)

Pakistan's Foreign Office said the two men, identified as Azmat Rasool Shah and Mohsin Jutt, were unarmed residents of Ladhar village. Pakistani security sources said the three civilians had moved only a few steps beyond a border pillar and had not attempted to cross the border fence. Islamabad called for an immediate, transparent and credible investigation and asked India to take action against anyone found responsible. (Pakistan Foreign Ministry; Radio Pakistan)

India has presented a different account of the incident. Indian media, citing Border Security Force sources, reported that two Pakistani nationals were attempting to cross into Indian territory in the Rajoke area of Punjab's Tarn Taran district. Those reports said the men continued moving after being warned to stop, prompting the BSF to open fire. (India Today; Akashvani)

The differing accounts have added a new point of tension between Islamabad and New Delhi. The incident occurred only days after the two sides exchanged sharp statements over India's claim that it had eliminated a militant linked to the Pakistani military, a claim Islamabad disputed during a military briefing. Pakistan's latest diplomatic protest does not itself indicate a return to wider military confrontation, but the border deaths come against a backdrop of strained relations between the two nuclear-armed neighbours. AP reported that the Punjab border has generally seen fewer confrontations than the Kashmir frontier, making the latest incident particularly sensitive. (AP)

The Pakistani government has asked India to respect established border procedures and exercise maximum restraint to prevent similar incidents. India has not publicly responded to Pakistan's October 3 diplomatic protest at the time of reporting. (Pakistan Foreign Ministry; Al Jazeera)

The circumstances surrounding the shooting remain disputed, with the two governments giving materially different descriptions of whether the men were civilians who inadvertently moved beyond a border marker or attempted to enter Indian territory. Further investigation would be required to independently establish what happened at the border.
